What is This??

At the Archives we occasionally stumble across some items that seem to defy our descriptive skills. This is one of them. We found this “thing” among a collection of miscellaneous documents destined for our Historical Collection. The Historical Collection is an artificial collection of documents that we’ve received individually and don’t really fit anywhere else in our collections but are interesting and reference some part of Arizona history. Most of the time these items are pretty straightforward to describe but this one is tricky. So in celebration of Archives Month, we’ve decided to appeal to the populace to give us your suggestions for this beautifully constructed piece.
Here is some information to get you started. The guy on the burro is Governor George W. P. Hunt and this was done sometime between 1929 and 1933 during his last years in office.
